It’s conceivable that people will want to charter their DISCs in the manner you describe. As we consider the first DISC, our default setting, for example, is ‘by invitation only.’ We also have trust enhancing mechanisms we’re building in, such as identity, reputation and review of claims (with associated bounties). That said we can imagine other DISCs relying less on the permeability and more on the other factors. Those folks might very well discover they will institute their own measures for building trust within the community and we want to make it so that they can choose from among different options.
